When two roof inspection reports on the same hail claim reach different conclusions, the answer is almost never that one inspector was right and the other was wrong. The gap usually comes from measurable, traceable differences: how much of the roof each person examined, how they marked their test squares, which slopes they walked, and whether collateral damage was counted. Read the two reports side by side against those categories and the disagreement stops being a mystery. It becomes a short list of specific line items you can actually resolve — often without a single argument about who is "correct."

That side-by-side comparison is the single most useful thing a property owner can do when estimates are far apart, and it is the exact method that resolves a large share of hail disputes before they ever reach a hearing.

Why two reports on the same roof rarely match

A roof is not a fixed number waiting to be read off a gauge. It is a surface that has to be interpreted, and interpretation varies with method, access, and purpose. One inspector may document only the elevations they could safely reach; another may deploy a drone and capture all of them. One may open two test squares per slope; another may open one on the front and none on the back. One estimate may assume a repair; the other may conclude the roof cannot be matched and calls for replacement.

None of that requires anyone to act in bad faith. Different people using different scopes on different days will produce different findings — that is the ordinary reality of field inspection, not evidence of a problem. The goal of comparison is not to catch someone out. It is to line the two documents up so the honest differences in method become visible and can be weighed on their merits.

What a thorough hail damage report should contain

Before you can compare two reports, you need to know what a complete one looks like. A report you can actually rely on tends to include:

  • The date of loss and the storm being claimed, so the damage is tied to a specific event rather than left floating.
  • A slope-by-slope breakdown of the roof, with each elevation identified rather than lumped into a single roof total.
  • Documented test squares — typically a marked 10-by-10-foot area — showing the number of impacts found on each slope, not just a conclusion.
  • Close-up and context photographs that show both the individual hits and where on the roof they sit.
  • Measurements of roof area, pitch, and the components involved.
  • A stated repair method and the reasoning behind it, whether that is spot repair, slope replacement, or full replacement.
  • Collateral damage to soft metals, vents, gutters, screens, and other surfaces that corroborate the roof findings.

A report missing several of these isn't necessarily wrong, but it gives you less to compare. The more each document shows its work, the easier it is to see why two conclusions differ.

Reading scope, measurements, and method across both reports

Start with the three things that drive most of the dollar difference: scope, measurements, and repair method.

Scope is simply what got inspected. Put the two reports next to each other and check whether both cover the same slopes, the same accessory structures, and the same interior areas affected by the roof. If one report addresses the detached garage and the other does not, that alone can explain a large spread. You are not judging quality yet — just confirming the two documents are describing the same building.

Measurements come next. Compare the total roof area (usually expressed in squares), the reported pitch, and the counts of ridge, hip, and valley footage. Small differences are normal. Large ones point to a mapping error in one report and are worth resolving early, because every unit price rides on top of those quantities.

Repair method is where the sharpest disagreements live. In practice, the same handful of categories account for most of the distance between two hail reports.

Test squares. The number and placement of test squares heavily influences the impact count, and the impact count often drives the repair-versus-replace decision. If one report opened squares on every slope and another opened one on the most-protected elevation, the two are not measuring the same thing.

Slopes examined. North- and street-facing slopes can weather a storm differently than the slopes that took the brunt of it. A report that skips the hardest-hit elevations — often for access reasons — will understate the picture through no fault of intent.

Collateral damage. Dented gutters, gouged soft-metal vents, damaged screens, and marked fascia are corroborating evidence. One report may catalog them thoroughly; another may not mention them. Because collateral damage helps confirm that impacts on the roof are storm-related rather than pre-existing, its presence or absence in a report matters as much as the roof photos themselves.

Matching and code items. Whether replacement shingles can be matched, and whether current building code requires additional work during a repair, are recurring flashpoints. These are legitimate technical questions, and the two reports may simply answer them differently.

How cross-referencing narrows the gap

Once you have both documents mapped to these categories, comparative analysis does the heavy lifting. The method is straightforward: for every meaningful difference, ask which report has the documentation to support its position.

If one report claims eight impacts on a rear slope and includes a photographed, marked test square, and the other reports zero impacts but has no photo of that slope, the disagreement isn't a stalemate — it's a documentation gap. Cross-referencing the impact counts against the photographs, the measurements against the roof diagram, and the collateral findings against the roof findings steadily converts a big, vague dollar difference into a small set of specific, evidence-backed line items.

Most of the time, that process shrinks the gap considerably on its own. The remaining items are the genuine judgment calls — the ones where reasonable, qualified people can still see it differently. That neutrality is the point. Appraisal is not a tool for one side. It is the structured, contractual process both the policyholder and the carrier already agreed to in the policy for exactly this situation — an honest difference of professional opinion about the amount of loss.
